Message	...just not pass. You can turn left over or do a u-turn over double yellow lines. Double Double yellow separated by 24 or more inches is an ISLAND and can't be crossed over, unless it is dashed inside. So, in this case, it would appear the right side (non-HOV lanes) can't pass into the carpool lane because they have the island next to them.
